History of casinos in Lithuania


Gambling in Lithuania has been legalized rather recently. When Lithuania was part of the USSR, any gambling activities were not allowed there. The situation became changing after Lithuania regained independence in 1990. In 2001, the government decided to regulate gambling, and operators had an opportunity to open legal casinos on Lithuania’s territory. Online gambling was legalized in 2016.



Regulation of gambling business on the territory of Lithuania


As we have already mentioned, gambling activity is regulated by the Gambling Act in Lithuania. The government amended and supplemented the Gambling Act later. The Gaming Control Authority issues gaming licenses. The Gaming Control Authority was created in 2001 under the Ministry of Finance, which controls the activities of gambling operators in Lithuania. After getting a gambling license, casinos, or betting platforms, operators also have to receive a permit from the Gaming Control Authority to open an online casino, land-based casino, or slot halls.


Operators are prohibited from opening a casino in residential buildings, schools, hospitals, cultural establishments, banks, state and municipal institutions.


Land-based Gambling


According to gambling regulation, even if you run the smallest casino in this region, it must include at least three gaming tables, one roulette table, and 30 machines of category A.


More than 15 land-based casinos are operating in Lithuania. Many casinos are based in big cities of Lithuania. Players who are carrying weapons are not allowed to visit gambling establishments. Casinos verify players’ identities and register them. The gambling establishments register people who exchange cash for tokens, place bets or win more than 1,000 EUR. It is worth noting that a lot of casinos operate 24/7. 


Online Gambling


The authorities in Lithuania amended relating to the regulation of online gambling to the Gambling Act. These amendments entered into force on January 1, 2016. Lithuanian authorities added blacklisting illegal online casinos to protect the Lithuanian gambling market.

How to get a gambling license in Lithuania?


Authority Issuing Gambling Licenses 

 

  1. The State Gaming Control Commission issues licenses to run a gambling business (after this - Control Commission).

  2. Before you get a license for a casino, the Control Commission must receive the evaluations by the State Security Department, Special Investigation Service, and Police Department under the Ministry of the Interior.



Types of Gambling Licenses

 

You can acquire a gambling license for the organization of the following gambling activities:  


1) gaming in gaming machines halls;

2) totalizator;

3) table games like card games, roulette, and (or) games of dice;

4) bingo;

5) betting


One casino is allowed to be issued all types of gambling licenses.

 

Validity of License

 

Every operator can get a gambling license for an unlimited period and must be re-registered every year by paying state fee rates established in the amount.

The government will approve the regulations of gambling licensing.
